The Capitol
The Capitol of Panem is a technologically advanced, utopian city where the nation's most wealthy and powerful live. It is located in the northwestern section of the former United States of America, the west of the Rocky Mountains. The Capitol is known for its fashion and food. The people are aristocratic citizens the Capitol, it is common for them to have tattoos and to dye their bodies, as well as undergo plastic surgery to alter their appearances.
