The Districts had tried to rebel and failed. They thought they could take over the Capitol. They were wrong. In General Talon Griffins eyes they still had to pay. They didn’t win but they caused a lot of damage. There was hundreds dead, military and civilians. In that hundreds was his wife who had only just been walking in a park when the rebels launched a surprise attack getting through the Capitol defense, she was one of the twenty citizens killed that day, he despised the Rebels because he had to deal with a thirteen year old girl who is depressed and a five year old boy who doesn’t understand ‘mommy’ isn’t coming home. He did feel bad of the District citizens that hadn’t rebelled by most had and Panem as a whole had to punish them.

Talon sat down in his set with his files on death statistics and damage reports. He saw the Districts as unruly children, sometimes you just have to give them a harsh punishment to teach them a lesson. He didn’t want this to happen again a let this type of mass death and costly damage happen again. It wasn’t just the Capitol that needed work and the overall population had dropped severally. The population problem had been fixed in the last meeting by putting the Arranged Marriage Pact. They had decided to give anyone who was currently 25 one year to marry before they arrange the marriage, it seemed fair.

Delphi Darrow had been to the districts on a tour in her twenties, and she had thought them full on wonder. In her forties, she had returned, only to see the savage way they all lived. Even the best of the districts were brutish, ignorant, simple, and barren. In the government, Senior Executive Darrow had appeared to be too harsh on the districts, too unforgiving. She had been calling for a complete upheaval of their pleasures. She thought if they made them dependent on the capitol, the capitol would regain control.

They had thought her too strict, too strict. Now, hundreds of Capitol citizens were dead, the President included.

General Griffiths had called them together- it seemed he was the leader now. She would not let him be soft. She was probably the most seasoned veteran of politics meeting that day, and she was intent on being heard.

She strode in, her eyes sparkling purple, her talon-like nails shimmering multi-colored. "I told you all," she said, her voice hoarse and raspy. "Now look where we are."

Talon was not happy to see Delphi Darrow. They had never gotten along that much. Politics and military never do clash well. Talon didn’t care much about politics he only cared about keeping his men alone and keeping control. But he knew they would all have to get along if only for a few hours.

“Thank you for stating the obvious. The leadership second guessed the power the rebels had. We have different leadership now and we aren’t going to make the same mistake. People die in war,” Talon growled. He didn’t need to be told they messed up. He had two motherless children and an empty spot in his bed to remind them they messed up.

He supposed he was going to have to work with Delphi Darrow since he had no idea how to handle the politics of being a leader. He only knows the military side. That’s just his nature. He had once thought about going to see the Districts but it just wasn’t possible with no one to watch the kids and he was sure that his oldest didn’t want to see the relatives of the people that killed her mother. Again maybe that wasn’t a bad idea. Maybe seeing what they Districts lived in would snap her out of it. His son would love it, he loves everything.
